Now when I go back to get the stone the door is locked and needs a key to get in.I believe it's at the bottom on the left side of the mountain that the Embassy's on. Not 100% sure though. Prior to patch 1.4, the stone is located in the Thalmor Embassy in Elenwen's Solar on the second floor. After patch 1.4, inside Reeking Cave next to a corpse in the back. As frustrating as it is, i do recomend going to some of those cleared locations (or look at a video guide to see exactly where some stones are, and if you remember picking them up). (the cave you go through when you escape from the Thalmor Embassy) It should be as simple as going back to that cave entrance where you escaped before, and picking it up next to the body. Theres one in the Thalmor Embassy in the last gen. Supposedly a patch fixed this but I've never confirmed. Yes, that gem was moved to the cave beneath the embassy in a previous last gen patch and it's not missable anymore.
